France enrolled all 68 million residents into a digital identity wallet with zero opt-out, and called it convenience.

The Paris 2024 Olympics normalized facial recognition under the 2023 AI Surveillance Law. Algorithmic video analysis is now legal, the DGSE runs bulk signals intelligence, and 30,000-plus biometric-capable CCTV cameras sit active nationwide.
